Mine, all mine!!!

During the first round of public consultation on the Area 6f proposals, the topic that attracted the greatest number of objections was HKR’s proposal to use the brick roadway at the Woods as the main access route to the new tower blocks.

The submissions pointed out that Parkvale owners have been paying for maintenance of this roadway for the past 28 years. Therefore, the road must be Village Common Area, and HKR has no right to provide access through Parkvale to Area 6f.

HKR replied that it has not designated the road as Village Common Area, and therefore it retains “ownership” of the road. As such, it has the right to grant a right of way over the road in favour of Area 6f.

HKR received a firm slap on the wrist from the Environmental Protection Department (EPD) In the Government comments on HKR’s application to develop areas 6f and 10b. In unusually blunt language, EPD took HKR to task for suggesting that sewage from the 6f and 10b developments could be treated at the Siu Ho Wan Sewage Treatment Works (SHWSTW). Just how many people really live in DB?

HKR is highly dismissive of comments from owners and residents on the 6f and 10b applications in its latest Town Planning Board (TPB) submissions. It ignored most comments, and relegated the few that it chose to address to an appendix at the back. Even then, it resorted to half-truths and slight-of-hand in its replies.

Take HKR’s reply on population. HKR’s original submission advised: “There are currently around 8,300 nos. of residential flat with total population around 15,000.” Continue reading Just how many people really live in DB?

6f and 10b: HKR responds to comments

Hong Kong Resort Company Limited (HKR) has responded to comments made by government departments and the public, and the Town Planning Board (TPB) has set a new deadline of 15 July, 2016 for additional public comments on the proposals. The proposals will now be heard at the TPB meeting on 26 August, 2016.

As before, if substantive comments are submitted, HKR will be required to respond and the hearing date will be delayed once more.

Area 10b: Not Just a Pretty Picture

All submissions for Area 10b have now been uploaded. While the number of submissions in support of the proposals outnumber those opposed, even a cursory glance reveals that supporters have submitted multiple similar entries under slightly different names. for example:

Mr. Kenneth Kwong, from CM’s Works Department, deserves a prize for being the very first person to submit an entry, in support of the proposal. Is he related to the Mr. Kenneth who submitted #76 and the Mr. Kwong who submitted #77, we may wonder.

The proposal was scheduled to be heard on Friday, 13 May. However, a request was made for the hearing to be deferred to an unnamed later date, and the request was granted by the Town Planning Board. You may request to be informed of the rescheduled hearing date, when available, by writing to tpbpd@pland.gov.hk.

All Area 6f submissions have now been uploaded!

A total of 2,256 comments were submitted for the proposed Area 6f development behind Parkvale Village, while a total of 2,148 were submitted for Area 10b, the Service Area at Peninsula Village.

According to the Hong Kong Economic Times, 70% of the respondents approve of the new developments at Areas 6f and 10b, while only 30% oppose. Continue reading Area 6f: All the Comments Fit to Print

HKR has no right under the Deed of Mutual Covenant and Sub-Deed of Mutual Covenant for Parkvale Village to open this brick roadway for use by future residents of Area 6f.
